Discretionary NOC Codes (2026)

As part of the 2026 candidate intake, the Northeast BC – Peace Liard region has identified a list of 25 priority NOCs based on demonstrated labour market needs.
A limited number of applications may be considered under discretionary NOC codes; however, these are intended for exceptional cases only.
What is a Discretionary NOC?
A discretionary NOC refers to any occupation not included in the 2026 list of 25 priority NOCs.
There is no separate application stream—these applications are submitted through the regular intake and assessed within the same competitive pool.
Intended Use
Discretionary NOCs are intended for:
· Highly skilled or specialized roles, typically requiring advanced education, certification, or regulated expertise.
· Roles critical to core community infrastructure systems, such as water, energy, transportation, or essential public services.
Examples may include:
Medical Doctors
Water Treatment Plant Operators
Civil Engineers
These examples are provided for illustration only. All discretionary applications are assessed on a case-by-case basis.
Scoring Clarification
As per IRCC program guidance, applications must:
Achieve a minimum overall score of 50 points to enter the pool, and
Receive a minimum of 10 points in each scoring factor, including the job offer factor
For discretionary NOCs:
Only sector points are awarded under the job offer factor
Based on the approved 2026 scoring model:
Business, Finance and Administration sector = 9 points
Sales and Service sector = 7 points
As a result, discretionary applications in these sectors cannot meet the minimum required score of 10 points for the job offer factor, and therefore are not eligible for consideration.
What This Means for Employers
Discretionary NOCs may be used only in sectors where the minimum job offer score can be met through sector points
Employers in Sales and Service and Business, Finance and Administration should submit candidates under the existing priority NOC list.
Important Considerations
Discretionary applications are capped at 20% of total annual recommendations
All candidates are assessed within a pooled, competitive process
Meeting eligibility requirements does not guarantee selection
The Northeast BC – Peace Liard region will use discretionary NOCs sparingly and strategically to address critical gaps in the labour market.
